One system. Several tasks.

For an electronic register covered by the legislation, looking at a single feature is not enough. Consider recording, security, receipts and notification together.

Current law

Records

Business transactions must be recorded in a traceable way. Ask how to access records and export data in your system. Having an export button alone does not establish that all your business processes are appropriately configured.

TSE

The TSE secures digital records. It does not automatically take care of every other register-management task. Receipt provision must also be set up for covered transactions; electronic receipts currently require, in particular, consent and a standardised data format.

Notification

For systems subject to notification, check acquisition and decommissioning dates and existing notifications. The one-month deadline generally applies after each relevant event. Technical commissioning, tax assessment and sending the notification should therefore not silently be treated as one task.

The 2028 cash-register proposal: separate the new usage duty from current tasks

Do not confuse TSE, receipts, data and notification with the planned duty to use an electronic cash register. An overview for existing businesses.

What is planned for 2028
  1. Use of a cash register
The draft would extend mandatory use under certain conditions.

  2. System requirements
A possible future duty to use a system does not postpone these existing requirements.

  3. Notification and documents
A notification certifies neither full compliance nor fulfilment of a future duty to use an electronic cash register.

Practical recommendations

What you should check

Go through the topics with your provider and tax adviser. For each point, note which documents are available and which question remains open.

The duties for your register
  1. Document how card payments, cash payments and any delivery platforms enter the records.

  2. Ask for a demonstration of receipt provision, cancellations and data export on your own register.

  3. Keep TSE documents, existing register notifications and data exports where they can be found.

Frequently asked questions.

Do I need to buy a new register now?

The plans for 2028 do not create a blanket obligation to buy a register today. What matters is the rules already in force, your business processes and whether your existing register is suitable. Our check helps you separate these questions.

Has the cash-register obligation for 2028 already been enacted?

On 23 September 2026, the Federal Cabinet approved a government draft. This is a step in the legislative process, not yet an enacted law. Changes remain possible.
